Each mandate is built on the case, but draws on three possible components.

A causal assessment of the situation: what is happening, why, what options remain open, what intervention is recommended.

Intervention

Operational support during execution: governance, priorities, stakeholders, reporting, critical decisions and the removal of blockages.

Transition

Handover of installed capability: what has changed, what remains fragile, which controls must stay in place, what monitoring is needed.

Not all cases require all components. The shape of the intervention depends on the nature of the problem.
